08/12/2026, 11:51The Mayor of Bishkek, Aibek Dzhunushaliyev, met with residents to discuss the issue of land plots located in Zone No. 151. The meeting was attended by representatives of law enforcement agencies, state and municipal services, as well as staff from the Oktyabrsky District Administration.
Residents appealed to the mayor to assist in resolving the issue of whether it would be possible to build residential properties on the plots of land they own.
Aibek Dzhunushaliev emphasised that there was no question of the plots being expropriated or of the state land deeds issued to citizens being declared invalid.
According to the city council, the plots within boundary No. 151 are classified as agricultural land. However, the Bishkek Master Plan up to 2050 does not specify any functional zoning for this area.
Due to the current designated use of the land, the construction of residential buildings on these plots is not currently possible.
Aibek Junushaliyev proposed considering the establishment of functional zoning for the area, after which the land plots could be used in accordance with the law. In determining the new functional zoning, the possibility of constructing multi-family residential buildings may be considered.
Following the meeting, the mayor instructed the Bishkek Main Directorate for Urban Planning and Architecture to consider submitting proposals for establishing the functional zoning of the area, with a view to subsequently drafting a resolution for the Cabinet of Ministers.
He also urged citizens to refrain from unauthorised construction until the relevant decisions have been taken.
In the event of illegal construction, measures will be taken in accordance with current legislation.
