05/20/2026, 14:54The issue of unsafe elevators in Bishkek was raised again in the Jogorku Kenesh. During a meeting of the Committee on Budget and Finance, MP Zhumabek Salymbekov stated that the issue has remained unresolved for several parliamentary sessions, despite previous instructions.
According to the MP, a group of five or six lawmakers had previously sent letters to the Ministry of Finance demanding that a mechanism be developed to fund the repair and replacement of elevators in apartment buildings. However, the issue remains unresolved.
Zhumabek Salymbekov noted that today in Bishkek, a large number of elevators are in disrepair, and the city budget lacks sufficient funds for their modernization. He recalled that as far back as the previous session of the Jogorku Kenesh, relevant agencies were instructed to work with the capital’s mayor’s office to develop a concrete action plan and prepare the corresponding protocol.
According to Deputy Minister of Finance Zhibek Duisheeva, preliminary estimates suggest that the complete replacement and repair of the city’s elevator system could require approximately 32 billion KGS. The possible allocation of roughly 4 billion KGS had been discussed earlier, but these funds are insufficient to comprehensively resolve the issue.
As one financing option, the deputy proposed engaging international organizations and seeking additional sources of funding.
“The problem directly affects residents of high-rise buildings, especially those living on the upper floors,” Salymbekov emphasized.
