Kyrgyzstan is preparing to implement the Europrotocol for minor traffic accidents

Kyrgyzstan is considering the implementation of a “Europrotocol” mechanism for handling minor traffic accidents without police involvement. This was revealed during a discussion of the mandatory auto insurance system at the Jogorku Kenesh Committee on Budget and Finance on May 19.

According to representatives of the insurance sector, the relevant changes are currently being developed in collaboration with government agencies and the Kyrgyz Association of Insurers. The mechanism in question would allow drivers to handle minor accidents without calling the police or going through lengthy bureaucratic procedures.

The issue was raised by lawmakers amid growing public dissatisfaction with the current auto insurance system. According to Dastan Bekeshev, even in minor accidents, drivers currently have to wait for police officers, vehicles may be towed to impound lots, and insurance payouts are delayed.

Representatives of insurance companies acknowledged that the introduction of the Europrotocol could reduce the burden on both drivers and government agencies. In addition, this would speed up the settlement of insurance claims and reduce the number of complaints from the public.

During the discussion, lawmakers also stated that without such mechanisms, mandatory auto insurance is perceived by citizens more as an additional mandatory payment than as a genuinely effective protection tool.

Separately, lawmakers proposed considering the introduction of mandatory local insurance for foreign vehicles entering Kyrgyzstan, following the practice of neighboring countries.
