A problematic residential block has been brought into use in Bishkek after almost 10 years

Another problematic residential block has been brought into use in Bishkek, having been unable to obtain the necessary planning permission for almost ten years. This was reported by the Ministry of Construction, Architecture and Housing and Communal Services.

Ruslan Surakmatov, Deputy Director of the Department of State Architectural and Construction Control, met with residents of the five-storey block located in the Gidrostroitelnaya neighbourhood (blocks Nos. 1, 2 and 10) and presented them with the certificate of acceptance for the building’s commissioning.

The residential block, built by Aurdin LLP, was in fact completed around ten years ago. However, due to legal and organisational issues, it had long been impossible to officially commission the building. As a result, flat owners were unable to register their title, complete the necessary paperwork or make full use of utility services.

The Ministry of Construction reported that, since the beginning of 2025, an inventory of problematic construction projects has been carried out, their legal status analysed, and measures taken to bring such projects into compliance with legal requirements.

According to the ministry, work to resolve such cases is being personally overseen by the Minister of Construction, Architecture and Housing and Communal Services, Nurdana Oruntayeva. The ministry notes that the phased resolution of issues relating to long-delayed construction projects enables citizens to formalise their legal rights to the homes they have purchased.
