A new oil refinery that will create 300 jobs will be built in the Jalal-Abad Region

In the Jalal-Abad Region, a new oil refinery is being built, roads are being repaired, and residential complexes are being constructed. President Sadyr Zhaparov spoke about the region’s development plans on October 23 during a meeting with residents of the Nooken District and the city of Mailuu-Suu.

The new plant is being built in Kochkor-Ata. Its designed capacity will be 450,000 metric tons of petroleum products per year. According to plans, the facility is expected to reach full operational capacity by the end of 2026 and create approximately 300 jobs.

As part of the “My Home” state housing program, 15 residential complexes with a total capacity of 12,532 apartments are being built in the region. Of these, 990 apartments are planned for Nooken, and another 954 for Kochkor-Ata.

There are also plans for road infrastructure. Over the past five years, 44 km of roads have been paved in the Nooken District. In 2026, another 41 km are scheduled to be upgraded, and repairs to the Madaniyat–Mailuu-Suu highway are set to be completed in 2027.

The Kyrgyz Petroleum Company plant is also undergoing modernization to increase the production of domestic petroleum products. In Mailuu-Suu, work is simultaneously underway to restore the electric lamp factory and create an industrial park to attract investment and launch new production facilities.
