During the meeting, key issues were discussed regarding ensuring the quality of work and adherence to deadlines for the repair of city roads, sidewalks and amenities, as well as the work culture and behaviour of workers at the sites.
Particular attention was paid to labour discipline: representatives of contractors and municipal enterprises were called upon to pay more attention to the continuous organisation of work processes, the appearance of workers and order at construction sites, which are under close public scrutiny.
Technical supervisors were instructed to strengthen daily monitoring at the sites, and contractors were instructed to ensure responsible fulfilment of their contractual obligations, compliance with construction standards and timely elimination of deficiencies.
A separate item on the agenda was the fight against corruption. Participants were reminded that transparency at all stages of work, from the preparation of documentation to the acceptance of facilities, is the basis for trust on the part of citizens and supervisory authorities. The need to eliminate a formal approach, hidden agreements and unjustified deviations from design decisions was emphasised.
At the same time, participants were informed that over the past two years, more than 2.8 billion soms have been allocated for the improvement of streets, pavements and intra-quarter roads in Bishkek, while analysis of the current period shows possible violations, in particular, overestimation of the volume of work during the relevant repair work, inefficient delivery of soil and potential deviations in the volume of asphalt pavement, which will be checked on an ongoing basis by the State Committee for National Security of the Kyrgyz Republic together with the authorised state bodies.
