07/10/2026, 12:57Mandatory climate planning is being introduced for cities in Kyrgyzstan. Under the Law on Climate Action, local climate plans will be drawn up and approved in cities of republican significance and other settlements designated by the Cabinet of Ministers.
The plans will be drawn up taking into account population size, air pollution levels and other climate-related risks.
Climate plans must include measures to reduce emissions from transport and stationary sources, increase the area of green spaces and preserve existing green infrastructure.
In addition, cities will be required to include measures to reduce urban heat island effects, improve the energy efficiency of buildings, and enhance the resilience of stormwater, drainage and other urban infrastructure to climate risks.
The plans will also set out performance indicators and timetables for implementing the measures. The procedure for the development, approval, implementation and monitoring of such documents will be determined by the Cabinet of Ministers.
