Irregularities in the calculation of salaries have been identified in Kara-Kul: payments have been made and HR decisions taken following an audit

Irregularities have been identified in Kara-Kul regarding the calculation of salaries for staff at the ‘Energetik’ Cultural Centre. This came to light following a video post by an employee on social media, in which he reported discrepancies in payments: in April, a 100 per cent salary increase was applied, but in May, payments reverted to their previous level.

The audit found that the city council had submitted incorrect calculations regarding the need for additional funding to the Ministry of Finance. Furthermore, funding for May was allocated on the basis of out-of-date data, with the result that staff did not receive the increase provided for under the Decree of the President of the Kyrgyz Republic.

Following the correction of the calculations, the ‘Energetik’ Cultural Centre received the full amount of additional funding. Staff salaries were recalculated and the outstanding amounts paid.

A post detailing the situation was published by Dayir Orunbekov, Head of the Information Policy Service of the Presidential Administration of the Kyrgyz Republic, who emphasised the need for all state and local government bodies to strictly implement the Head of State’s decrees.

It should be noted that the mayor of Kara-Kul has been relieved of his post due to improper implementation of the presidential decree.
