06/19/2026, 11:46The Kyrgyz Republic has adopted a law amending the legislation on internal migration. The bill was approved by the Jogorku Kenesh on 13 May 2026 and signed by the President on 16 June 2026.
Under the amendments, certain provisions governing the registration of citizens at their place of residence and place of stay have been revised. In particular, the provisions relating to simplified registration for certain categories of citizens have been updated.
Simplified registration may now be granted, upon application by educational institutions, to students and pupils from outside the city. Provision is also made for simplified registration for certain categories of internal migrants, including forced migrants, upon application by local authorities.
The Act also stipulates that the rules for registering and deregistering citizens will be approved by the Cabinet of Ministers. Certain provisions relating to outdated wording and registration procedures have been repealed or brought into line with updated terminology.
The legislation provides for the repeal of a number of provisions, as well as the replacement of certain terms, including the clarification of legal wording relating to administrative liability.
The Act shall come into force six months after the date of its official publication. Within this period, the Cabinet of Ministers must bring its regulatory acts into line with the new requirements.
