09/08/2026, 10:57In Kyrgyzstan, from 1 September 2026, the procedure for paying for the services of personal assistants who care for several people with disabilities from the same family at the same time will change.
According to Cabinet of Ministers Resolution No. 521 of 3 August 2026, if a single personal assistant provides services to two or more service users from the same family at the same time, payment will be made in full for each service user.
The new procedure applies to personal assistants caring for children with disabilities who require constant care and supervision, as well as to persons over the age of 18 with Group I disabilities from childhood who require constant care from others.
Currently, the rate of payment for personal assistant services stands at 8,697.32 KGS. This amount corresponds to the average per capita subsistence minimum in Kyrgyzstan for 2025, as determined by the National Statistical Committee.
The procedure for the payment of state social insurance contributions has also been amended. From now on, the regional offices of the Ministry of Labour will transfer funds for personal assistants directly to the bank account of the regional tax office. Previously, assistants purchased their own insurance policies, after which the cost was reimbursed along with the payment for services at the end of the month.
Furthermore, the requirement for the recipient to provide a social passport certifying their status as a low-income family has been removed from the procedure for assigning the service. This is because the personal assistant service is allocated regardless of the income of the child’s or the person with a disability’s family.
Regional offices of the Ministry of Labour have been instructed to ensure payments are made in accordance with the new procedure. Funds to cover the costs of personal assistant services will be allocated monthly to regional offices as part of budgetary planning and funding.
