Kyrgyzstan aims to speed up the regulation of the virtual assets market

Following the third meeting of the National Council for the Development of Virtual Assets and Blockchain Technologies, Kyrgyzstan’s government bodies have been instructed to speed up work on regulating the sector and establishing digital infrastructure.

The National Agency for Virtual Assets and Blockchain Technologies (NAVA) has been tasked with coordinating the work of all ministries and departments in this field. Within three months, the agency must ensure the adoption of a package of subordinate legislation, as well as draft amendments to the Law ‘On Virtual Assets’ and other legislative acts.

A separate mandate has been given to improve tax regulation. The State Tax Service is to consider the relevant proposals within two months.

One of the key priorities will be the creation of a unified platform for the licensing and supervision of participants in the virtual assets market. President Sadyr Zhaparov has endorsed this initiative. The NAVA must, within one month, determine the cost of its creation and the sources of funding, and commence pilot testing from 1 January 2027.

Particular attention is being paid to market security. The State Committee for National Security (GKNB) and the Ministry of the Interior have been tasked with conducting a comprehensive assessment of legislation and cooperation mechanisms, defining the powers and responsibilities of the relevant agencies, and establishing a standardised procedure for information sharing and risk response.

The National Bank has been tasked with developing a basic platform for the digital KGS and conducting pilot testing of it by 31 December 2026. From 2027, it is planned to begin testing the digital KGS in real-world conditions, followed by a phased roll-out across the country.

Another priority will be skills development. The Ministry of Science and Higher Education has been tasked with ensuring the training of specialists in promising fields necessary for the development of virtual assets and blockchain technologies.

Thus, following the third meeting of the National Council, the authorities plan to simultaneously strengthen regulation, tax control, security and the market’s digital infrastructure. This should create the institutional framework for achieving the previously stated goal of transforming Kyrgyzstan into a regional hub for virtual assets and blockchain technologies.
