The Jogorku Kenesh of the Kyrgyz Republic is reviewing the procedure for changing PINs

Today, at a meeting of the Jogorku Kenesh, deputies passed the law ‘On personalised (individual) registration of citizens of the Kyrgyz Republic for the purposes of compulsory state social insurance’ in its first reading.

The Kyrgyz authorities plan to simplify and centralise the rules according to which citizens can be assigned or change their PIN. The relevant amendments are proposed to be made to the Law ‘On personalised (individual) registration of citizens of the Kyrgyz Republic for the purposes of compulsory state social insurance’.

The key innovation is the exclusion from the law of a detailed list of grounds for changing PINs. Whereas previously the document explicitly specified specific cases — errors in date of birth, duplication of numbers among different citizens, technical failures before 1 July 2017, or protection of participants in criminal proceedings — these provisions are now proposed to be removed.

Instead, the law will contain only a general provision, with the procedure for assigning and changing PINs to be determined by the Cabinet of Ministers of the Kyrgyz Republic.
