Kyrgyzstan has authorized business inspections related to food safety

Sadyr Zhaparov signed a decree expanding the list of exceptions to the moratorium on business inspections. The authorized body responsible for public health and epidemiological welfare will now be able to conduct inspections to ensure compliance with food safety laws.

The relevant amendments have been made to the presidential decree of March 14, 2026, on the introduction of a temporary ban on inspections of business entities.

The document adds a new, tenth item to the list of exceptions, stipulating that the moratorium does not apply to inspections concerning food safety.

As noted in the decree, the decision was made to protect the lives and health of the population and to ensure the country’s food security.

As a reminder, the moratorium, which remains in effect until the end of the year, originally provided for nine exceptions. Business inspections are still permitted in the context of criminal and civil proceedings; in response to complaints from citizens and legal entities; at the request of foreign government agencies; in cases of confirmed violations of the law; as part of customs and tax controls; and by the National Bank and the authorized body in the field of civil aviation.

Thus, inspections related to food safety have become the tenth exception to the general ban on business inspections. Despite the moratorium, the sanitary and epidemiological authority will retain the right to inspect enterprises for compliance with food safety laws.
