Kyrgyzstan has simplified and digitised its export procedures

Kyrgyz exporters can now submit documents entirely online — without having to visit a ‘single window’ centre. The system also allows for submissions via operators or service centres.

The Kyrgyz Cabinet of Ministers has introduced far-reaching changes to the regulation of export controls and the licensing system for foreign economic activity. The relevant decree was signed by the Prime Minister, Adylbek Kasymaliev.

Key amendments concern the operation of the ‘single window’ system, through which businesses obtain permits for foreign economic activity.

Specifically:

  • the definitions of ‘digital document’ and ‘digital signature’ have been clarified, establishing their use as a fully-fledged legal basis for document circulation;
  • procedures for submitting applications and obtaining permits in electronic format have been updated;
  • any reference to the Tulpar System platform has been removed, indicating a transition to other digital solutions;
  • the functions of operators and the procedure for processing applications have been revised.

An online platform is used for registration and submission of applications, where businesses can complete the necessary documents remotely.

The timeframe for reviewing applications for the identification of goods has been reduced and clearly regulated — to three working days. At the same time, responsibility for the examination of documents lies with authorised state bodies.

In addition, an automated analysis of issued conclusions is being introduced, with monthly reporting to the Presidential Administration.

The procedure for determining goods subject to export control has also been clarified. The list of products not subject to control will be approved by the authorised bodies and used for initial identification during customs procedures.

The update to the rules is intended to reduce the bureaucratic burden, speed up the processing of permits and increase the transparency of procedures. The transition to digital document management reduces the need for in-person interaction with government bodies and minimises the risk of delays.

The decree comes into force 10 days after its official publication.
