Kyrgyzstan sets coal and fuel oil tariffs for the 2025/2026 heating season

The Antimonopoly Regulation Service under the Ministry of Economy announced the establishment of prices and tariffs in accordance with Cabinet Resolution No. 282 of May 28, 2025.

Key decisions:

Prices have been approved for coal mining companies supplying coal to the Bishkek Thermal Power Plant and heat supply companies (including VAT and NSP).

Wholesale coal prices have been set for licensed companies by consumer group.

Tariffs have been set for coal transportation by road:

• 3.87 KGS/ton/km — including return trip

• 3.99 KGS/ton/km

• 3.0 KGS/ton/km

• 3.84 KGS/ton/km

Tariff for fuel oil transportation — 3.62 KGS/ton/km (return trip, excluding taxes).

The price of M-100 fuel oil for delivery to the Bishkek Thermal Power Plant, Osh Thermal Power Plant, and heat supply enterprises is 21,428 KGS per ton (excluding VAT and NSP).

The cost of coal transshipment in Balykchy is 262.6 KGS per ton (excluding VAT and NSP).

The service indicates that these parameters will be applied in preparation for the winter period of 2025/2026.
