Kyrgyzstan Introduces New Fiscal Accounting Rules for Businesses

The Kyrgyz Cabinet of Ministers has approved procedures for implementing fiscal software with data transmission capabilities. Its use will be mandatory for certain types of businesses and voluntary for other entrepreneurs.

Prime Minister Adylbek Kasymaliev signed the corresponding Resolution No. 737 on November 4, 2026. The document takes effect on August 1, 2026. This was reported by the newspaper “Erkin Too.”

The resolution approves the rules for using such software, the procedure for maintaining registries of software and their operators, as well as a list of types of business activities for which its use is mandatory.

Entrepreneurs whose activities are not included in the approved list will be able to use the software voluntarily. However, the selected model must be included in the relevant registry.
Operators and software models that participated in the pilot project will have six months after the resolution takes effect to complete the necessary procedures. Otherwise, they may be removed from the registries.

The Tax Service has been tasked with educating entrepreneurs on the new requirements.
