03/06/2026, 10:15President Sadyr Zhaparov has signed a decree introducing a new monthly state allowance for children under three, called “Bala Yrysy.”
Payments will begin on July 1, 2026. The benefit will be provided to every child under three years of age, regardless of family income. It will amount to 1,200 KGS per month.
The decision was made on the eve of International Women's Day and, as the head of state noted, was a response to numerous appeals from citizens regarding difficulties in receiving social benefits.
According to the president, the current benefit system is often accompanied by bureaucratic barriers, which prevent many families from receiving support. The introduction of the new benefit should provide guaranteed assistance to families in the first years of a child's life — a period when a person's basic physical and mental abilities are formed.
“We know that every child is born with their own yrysy — their own happiness and blessing. It is better for the state to pay a few extra benefits to those who are not in such dire need than for even one truly needy child to be left without support,” Sadyr Zhaparov emphasized.
The head of the Cabinet of Ministers of the Kyrgyz Republic has been tasked with developing a mechanism for implementing the program.
According to the National Statistical Committee of the Kyrgyz Republic, there are about 445,000 children under the age of three living in the country. The new social support measure is aimed at reducing child poverty and expanding the system of state assistance to families.
