06/04/2025, 12:00Amendments to the Law on Public Procurement provide for simplifying the procurement procedure for purchases of up to 200,000 KGS per year for each expenditure item. This was announced by Bakyt Dzunushov.
Under the current version of the law, purchasing organizations were required to make purchases only through an electronic catalog. If the goods were not listed in the catalog, this had to be confirmed through market monitoring. The new version removes this restriction. Now organizations can make purchases worth up to 200,000 KGS according to their own qualification and technical requirements, regardless of whether the goods are available in the electronic catalog.
“This change is aimed at removing bureaucratic barriers and speeding up procurement procedures for small amounts, which is especially important for municipal and rural organizations that often have difficulty accessing the electronic catalog and have limited suppliers,” he said.
Bakyt Dzhusunov also highlighted an important clarification regarding the admission of suppliers. In particular, the words “distributors” and ‘dealers’ have now been added to the “Sale” section (terms of purchase). This is because manufacturers do not always participate directly in tenders, and deliveries are often made through official representatives. The changes allow for a wider range of suppliers without limiting purchases to manufacturing plants.
