Kyrgyzstan has set out how tariffs for electricity generated from renewable energy sources will be determined

Kyrgyzstan has updated the regulations governing renewable energy projects. The key changes relate to tariffs, project selection mechanisms and requirements for the operation of the power system.

The tariff during the preferential period will now be determined in accordance with the tariff policy set by the Cabinet of Ministers. However, under investment agreements, it may be set in foreign currency. The relevant documents were signed by the Head of State, Sadyr Zhaparov.

A benchmark is being introduced for renewable energy entities: the tariff during the preferential period will be equal to the average tariff for end consumers in the previous year, but may not exceed the established ceiling. For microgeneration, the tariff is fixed at the level of the average tariff for the population.

Once the preferential period ends, the tariff will be determined on a case-by-case basis, according to specific conditions and in accordance with established procedures.

At the same time, the role of competition is being strengthened. From now on, some renewable energy projects will be selected through auctions and tenders. In the auctions, investors will bid for the price of electricity, and the state will select the most advantageous offer.

It is also clarified that national and distribution networks are obliged to ensure the unimpeded transmission of electricity from producers to consumers where technically feasible.

It is specifically stipulated that electricity generated by renewable energy facilities may not be stored, exchanged or returned where generation and consumption occur simultaneously over a period of more than one month, except in specific cases. In other words, only electricity generated during the reporting month will be taken into account.

Furthermore, 1% of the revenue from the sale of electricity will be allocated to the budget of the local self-government bodies in the area where the renewable energy facility is located.
