06/16/2026, 08:56In Kyrgyzstan, a public notification process has begun for users and owners of land plots forming part of groups of plots with haphazard development, established prior to 1 December 2021. This work is being carried out in accordance with the presidential decree on measures to complete the state’s formalisation of citizens’ property rights over land amnesty plots.
The notification is being carried out on the basis of the conclusions of the State Commission and in accordance with paragraph 15 of the Regulations ‘On the Procedure for Conducting Land Amnesty’, approved by a Cabinet of Ministers resolution in 2022.
The public notice applies to users and owners of land plots on which there are no buildings, i.e. vacant and undeveloped land plots. The published list includes dozens of land plot owners. Their areas range from approximately 250 to 600 square metres.
The presidential decree provides for temporary legal regulation of land relations for a period of one year to complete the land amnesty. In this context, land plots forming part of groups of haphazard development established before 1 December 2021 are recognised as eligible for the amnesty, together with the individual residential houses located on them, including those under construction, provided that applications for their legalisation were submitted before 1 July 2025.
A separate procedure has been established for vacant and undeveloped plots. Applications for their legalisation are considered solely on the basis of the conclusion of a special state commission, established by a separate presidential decree.
At the same time, the decree has tightened the approach to unauthorised construction. Land plots with unauthorised or unfinished residential buildings, constructed after 1 December 2021 and not forming part of recognised groups of haphazard development, are not covered by the land amnesty.
Furthermore, the State Commission, in conjunction with the authorised bodies, has been tasked with considering the transfer of certain categories of land plots, including vacant and undeveloped ones, into state ownership. In return, citizens may be provided with agricultural land plots or housing from the State Mortgage Company’s fund on a shared ownership basis.
