09/30/2026, 09:26Kyrgyzstan is to carry out a review of existing licences, certificates and approvals for entrepreneurs. The relevant inter-ministerial working group is headed by Bakyt Torobaev, the President’s Special Representative for Special Assignments.
The decision to establish the working group was adopted by Order No. 618 of the Chairman of the Cabinet of Ministers dated 18 September 2026. Representatives of government bodies and the business community are participating in its work.
The main principle of the review is that a government body must justify the necessity of a requirement or a licence. Entrepreneurs will not have to prove that the established procedure is excessive.
Government bodies, in collaboration with business associations, will analyse existing requirements, identify duplicative procedures and prepare proposals to eliminate them.
As a result of this work, it is planned to abolish excessive requirements, reduce the time taken to obtain permits and lower the administrative burden on businesses.
The review will cover all regions of Kyrgyzstan, including remote areas and settlements.
