Sultan Akhmatov's career in public service began after graduating from the Riga Institute of Aeronautics in 1993, but he soon changed direction, moving from aviation to investment, international law, and macroeconomics. A master's degree from the International University of the Kyrgyz Republic and subsequent training at the Retraining Institute at the Kyrgyz National University rounded out his profile.
Akhmatov is no stranger to the corridors of government. He previously served as Deputy Minister of Economy from 2009 to 2011 and from 2019 to 2021, headed the Center for Standardization and Metrology, and led a number of key departments responsible for technical regulation and strategic planning. In recent years, he has overseen international cooperation and sustainable development goals within the Presidential Administration's National Institute for Strategic Development.
