03/20/2025, 15:01According to the results of the audit of budget execution for 2023, serious violations were found in the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan. The total amount of financial discrepancies was more than 2.3 billion KGS.
The main problem was the misuse of funds, which exceeded 987 million KGS. Of these, 880 million were spent for other purposes, and another 106 million were spent in violation of the law. Illegal payments of salaries and bonuses totalling KGS 194 million were also recorded, of which only 1.2 million were recovered during the audit.
The audit revealed that the ministry did not pay KGS 6.4 million in taxes to the budget, while cash operations showed KGS 50 million worth of irregularities related to unjustified transfers and excessive advance payments. In the Department of Fishing Industry, for example, KGS 2.8 million instead of the republican budget ended up in a special account.
In addition, violations were revealed in state procurement for 6.9 million KGS. The purchases were carried out without tenders and in violation of competitive conditions. In the sphere of construction and repair, discrepancies were also recorded - the amount of overestimated volumes of work totalled KGS 3.8 million.
One of the most significant financial miscalculations is related to the use of public investments, where the volume of identified violations amounted to KGS 915 million. Within the framework of international projects financed by the World Bank, purchased machinery and equipment were not registered in a timely manner, and millions of KGS were spent on plans that were never implemented.
Violations have also been identified in the activities of state-owned enterprises. In particular, the Talas Fishery Farm illegally sold water bodies, and in the Өzgön Fishery Farm more than 63 per cent of the land allocated for fish farming was used for rice cultivation.
The audit results show serious problems in the management of budgetary funds. The materials have been submitted to the relevant authorities for further investigation
