07/21/2025, 08:21During a working trip to the At-Bashinsky district of the Naryn region, Deputy Prime Minister Edil Baysalov presented details of the state programme "Bala Bereke", aimed at stimulating the birth rate and supporting large families.
The programme will start on 1 January 2026 and plans to introduce one-off payments for the birth of children: for the 4th child – 100,000 soms; for the 5th – 600,000 soms; for the sixth child – 800,000 soms; for the seventh child – 1 million soms; for the eighth child – 1.2 million soms; for the ninth child – 1.5 million soms; for the tenth and subsequent children – 2 million soms. Payments will be made when the child reaches one year of age, regardless of regional coefficients.
As Baysalov noted, President Sadyr Zhaparov's demographic initiative is seen as a long-term investment in the sustainable development of regions and the strengthening of the institution of the family. According to government forecasts, in high-altitude areas with natural and economic constraints, the programme could lead to a 30-40% increase in the birth rate. It is emphasised that the support measures are primarily aimed at remote areas where demographic decline and high risks of social vulnerability persist.
During his visit, Baysalov inspected social infrastructure facilities, including a maternity ward, a school, a district hospital and a rural club, and visited the Mambetaliev family, who are raising ten children. Although the tenth child was born before the decree came into force, the family received gifts on behalf of the head of the Cabinet of Ministers. Following the trip, instructions were given to the relevant departments to improve the accessibility and quality of medical and social services in the region.
