In Osh, violations amounting to 5.7 billion KGS were identified in the city budget, which is 3.2 billion

The Chamber of Accounts has published the results of its audit of the implementation of the Osh city budget for 2023, as well as the activities of municipal enterprises. Under the leadership of auditor Badakhshan Ryskuliev, auditors identified violations and financial shortcomings amounting to 5 billion 658.9 million KGS. This is 1.8 times the annual budget of Osh.

The city budget for 2023 amounted to 3 billion 224.2 million KGS. However, only 92.7% of the revenue target was achieved, falling short of the planned amount by 235.6 million KGS.

‘Income tax and rental payments were particularly disappointing,’ the auditors emphasised.

Spending was also lower than expected, at 91.8% of the planned amount. Funds were not fully utilised in the areas of social protection and education.

The audit revealed a number of systemic problems:

  • 1 billion 952.6 million KGS are subject to recovery, but so far only 31.2 million have actually been recovered;
  • shortcomings in accounting and reporting;
  • violations in the area of procurement;
  • misuse of property;
  • shortage of inventory worth 2.9 million KGS.

The Board of the Chamber of Accounts sent recommendations to the Osh City Council and other responsible bodies to eliminate the identified violations. In addition, the materials were forwarded to the General Prosecutor's Office for legal assessment.
