The initiative applies to all state and municipal schools, colleges and universities. The agency believes that this approach will help schoolchildren and students to get a better education and be competitive in the future.
The explanatory note states that the Kyrgyz language is important as the state language and a symbol of national identity, Russian remains the official language and ensures interethnic communication, and English is necessary in the conditions of globalization - it is widely used in science, technology, business and tourism.
The Ministry of Education believes that Kyrgyzstan already has experience in bilingual education (Kyrgyz and Russian), which means that introducing a third language is a logical step forward.
The project has been publicly discussed. Some citizens expressed concern that it could weaken the role of Russian, but the ministry noted that the development of Kyrgyz and English does not contradict the use of Russian.
If the bill is passed, its implementation will require additional funding from the state budget.
