08/03/2026, 12:33The Ministry of Natural Resources, Environment and Technical Supervision is working to develop the circular economy and introduce an extended producer responsibility scheme. One of the key areas of focus is the licensing of waste processing enterprises, as well as the creation of a digital register of waste processors.
As part of pre-licensing inspections, ministry specialists visited a number of companies operating in the recycling of cardboard, paper, plastic and textile waste, as well as in the manufacture of polymer products. These include Altyn Azhydaar LLP, Elegy, Ak-Kayyn, Profix-Yug, Dukastoms and Datka KG.
These enterprises collect waste from across the country and process it into secondary raw materials. For example, cardboard and waste paper are used to produce paper pulp and corrugated cardboard for product packaging. Textile waste is used to manufacture thermal felt, carpets and road surfacing.
The recycling of plastic waste is also becoming a key area of development for the sector. PET bottles are used to produce flexible packaging, which is exported to other countries. Plastic bags and other plastics are used to manufacture various household items – buckets, plastic pipes, brushes and other products.
The Ministry noted that work to develop green entrepreneurship will continue. Plans include expanding the list of recyclable waste, supporting green projects, providing state incentives to licensed companies and encouraging the adoption of zero-waste technologies.
The ministry also urged waste recyclers to obtain their licences in a timely manner in order to avoid administrative liability for breaching Kyrgyzstan’s environmental protection and licensing legislation.
