    Preparations are underway for the construction of the Papanskaya HPP

    The Ministry of Energy is implementing a number of projects aimed at eliminating the electricity deficit, including the construction of the Papanskaya HPP in the Osh region.

    To date, construction of a temporary access road to the hydropower plant construction site has been completed, some special construction equipment has been delivered, and temporary technical conditions have been created to ensure electricity supply during the construction period. An agreement has also been signed for the temporary connection of electricity to the water intake and the design of a 110 kV outgoing line. In addition, work has begun on the construction of a water intake in the Papan reservoir basin, and work is underway to divide and convert a land plot in the Toleikonsky district for the construction of a production facility — a hydroelectric power plant building and an open switchgear (110 kV).

    The Papanskaya HPP will be located in the lower reaches of the Papanskaya reservoir in the Kara-Suu district of the Osh region. The planned capacity of the new HPP will be 27 MW (three 9 MW hydroelectric units), and the average annual electricity generation will be 113 million kWh.

    This project is being implemented by OJSC Chakan HPP and LLC Kyrgyz-Chinese Joint Company for the Construction of Hydroelectric Power Plants under a PPP. The construction of the HPP is expected to be completed and it will be commissioned in the fourth quarter of 2027.
