07/16/2025, 17:30The Ministry of Internal Affairs of the Kyrgyz Republic has uncovered a large-scale corruption scheme involving the illegal import of motor vehicles (mopeds, scooters, motorcycles) from China.
In addition to the material damage caused to the state, the scheme poses a serious threat to public safety: high-powered motor vehicles imported without proper inspection and registration are being operated without complying with technical requirements and controls, which increases the risk of road accidents and traffic violations.
The imports were carried out using forged documents, with the engine capacity deliberately underestimated to 49 cubic centimetres in order to avoid mandatory customs payments. In reality, however, the capacity of most of the vehicles exceeded 145 cubic centimetres.
A key role in the scheme was played by an expert organisation, whose specialists issued fictitious reports for a fee of 2,500 KGS without conducting any actual research.
From August 2024 to July 2025, this organisation prepared 4,388 reports containing false information. According to the official conclusion of the SES under the Ministry of Justice, the actual engine capacity was 147.9 cubic centimetres. The illegally imported motor vehicles were sold through simplified schemes, including via the Internet, in Bishkek, the Chui region and other regions.
The damage to the state budget amounted to 48 million 158 thousand 300 KGS. A criminal case has been initiated under Article 336 of the Criminal Code of the Kyrgyz Republic (corruption). In accordance with Articles 96 and 97 of the Criminal Procedure Code of the Kyrgyz Republic, the following persons have been detained: Director B.G., born in 1977, owner K.A., born in 1973, and expert S.K., born in 1979, have been detained. The capital district court has applied a preventive measure in the form of detention to the accused.
The investigation is ongoing.
