09/15/2025, 13:17Today, 15 September, the Social Policy Committee of the Jogorku Kenesh reviewed and approved the draft law «On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Health Care and Education» in its first reading.
Information about the bill was presented by Minister of Health Erkin Chechebaev. According to him, the purpose and objective of this bill is to improve the country's legislation in the field of healthcare, eliminate contradictions in the field of continuing education and informal education between the laws ‘On the Protection of Citizens' Health in the Kyrgyz Republic’ and ‘On Education.’
At the same time, it is proposed to amend the law «On the Protection of Citizens» Health in the Kyrgyz Republic’ in terms of work experience in state healthcare organisations of at least 5 years.
During the discussion, MP Dastan Bekeshev noted that the requirement of at least five years of work experience in state clinics is excessive and could become a demotivating factor.
Health Minister Erkin Chechebaev replied that there is currently a three-year period of compulsory postgraduate education, and according to this bill, graduates are required to work an additional two years. Along with this, MP Eldar Abakirov noted that it is necessary to raise the salaries of medical workers, noting that the introduction of strict conditions will lead to an outflow of personnel. MP Aibek Matkerimov raised the issue of improving the quality of education in residency and internship programmes.
