Unlabeled water may result in imprisonment. The State Tax Service reminded about the mandatory labeling of water.

The State Tax Service of the Kyrgyz Republic announces that, starting July 15, 2025, mandatory labeling of packaged water—both mineral and carbonated—with accounting and control marks will be introduced in Kyrgyzstan. The changes have been approved by a resolution of the Kyrgyz Cabinet of Ministers and apply to products classified under commodity code 2201 of the Harmonized System of the Customs Union.

From February 1, 2026, the sale and circulation of unlabeled packaged water will be prohibited in the country.

The State Tax Service emphasizes that labeling is an effective tool in the fight against shadow turnover and allows for transparent accounting of production and import volumes.

The following penalties have been established for violations

    • for the sale of up to 200 units of unlabeled products — a fine of 80,000 KGS
    • for the sale of more than 200 units — imprisonment for up to 5 years.

The tax service urges entrepreneurs to prepare for the new requirements in a timely manner and to prevent the circulation of unlabeled products.
