    Ban on right-hand drive taxis put up for public discussion

    The Cabinet of Ministers has submitted for public discussion draft amendments to the rules for passenger transport by road, prepared by the Ministry of Internal Affairs. The document will be open for discussion until 31 July 2025.

    Among the key initiatives is a ban on the use of right-hand drive vehicles for commercial passenger transport.

    This will affect drivers of buses, minibuses, taxis and international transport.

    Special attention is paid to traffic safety issues in mountainous areas. In particular, only four-wheel drive buses will be allowed to operate on the Bishkek-Osh highway all year round. Small buses will only be allowed to operate on this route from 1 May to 15 October, weather permitting.

    It is also proposed to introduce clear requirements for taxi equipment. Specifically, taxis must be equipped with a taximeter, information about the driver, licence number, vehicle registration number and a photo of the driver in the passenger compartment. The use of taxi call information systems has been agreed, which must ensure route safety, driver monitoring and the possibility of cashless payment.

    For companies providing intercity transport, the draft provides for the mandatory availability of production and technical bases with facilities for medical examinations of drivers and pre-trip technical inspections of vehicles.

    In addition, the time for issuing passenger transport licences is planned to be reduced to 14 working days for legal entities and 10 days for individuals. The draft also includes a direct ban on issuing licences to persons with a criminal record for serious offences.
