02/27/2025, 16:10Today, 27 February, the deputies of the Jogorku Kenesh in the second reading adopted the bill on ratification of the Loan and Grant Agreements between Kyrgyzstan and the Asian Development Bank (ADB), signed on 4 November 2024. The document provides for financing the reconstruction of the Barskoon-Karakol section of the Issyk-Kul ring road.
According to the agreements, ADB will provide $87 million as a loan and $22.5 million as a grant. The loan is for 32 years, 8 years of which will be a grace period. The interest rate will be 1%, and after the grace period - 1.5% per annum.
The bill was initiated by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, and information about it was provided by the Deputy Chairman of the Committee on International Affairs, Defence, Security and Migration of the Jogorku Kenesh, Yrysbek Atazhanov.
The project will reconstruct 75.2 km of motorway on the Barskoon - Karakol section, which will improve transport accessibility of the region, increase traffic safety and promote tourism development in Issyk-Kul.
