05/08/2025, 13:09The Ministry of Construction has prepared a draft decree which will simplify the legal regulation of work carried out by the Ministry of Construction, Architecture and Housing and Utilities.
This refers to activities that are not full-fledged public services and cannot be included in the Unified Register of Public Services - for example, the development of estimates, defect lists and the calculation of unit rates.
Previously, these works were not covered by the existing regulations, as they could not be standardized or performed by one organization without the involvement of other structures. Now it is proposed to legalize a separate register of such works and to establish that their cost will be calculated according to estimated norms, without the need to approve administrative standards.
It is also planned that the new works will be carried out by the Republican Center for Pricing and Estimated Norms - with payment at the rate of 1% of the cost of construction works. This will give the Center an opportunity to attract qualified specialists and raise salaries without increasing budget expenditures.
