The work is being carried out as part of the KRED project implemented by the Ministry of Energy with the support of the World Bank.
In May 2025, Chakan HPP announced a tender for consulting services. Twenty-one expressions of interest were submitted, but only five companies provided the full set of required documents. The list of these companies has already been sent to the World Bank for approval.
According to preliminary technical and economic estimates, the Nizhne-Tarska HPP will have a capacity of 19 MW. This hydroelectric power plant is located on the Tar River in the Kara-Kuldzhinsky District of the Osh Region.
In addition, as part of the reconstruction of the Bystrovskaya HPP (with a capacity of 8.7 MW), it is planned to increase the turbine efficiency by 16–18%. This is expected to generate an additional 7.2 million kWh of electricity per year.
The Ministry of Energy reminds that the World Bank has provided Kyrgyzstan with an interest-free loan of $43.2 million for the construction of the Nizhne-Tarskaya HPP and the reconstruction of the Bystrovskaya HPP. The loan is for 50 years with a 10-year grace period.
‘The implementation of these projects will make a significant contribution to eliminating the electricity deficit and developing the republic's hydropower potential,’ the Ministry of Energy emphasises.
