02/19/2026, 09:05The Ministry of Labor, Social Security, and Migration of Kyrgyzstan has stated that holders of “kairylman” status enjoy social guarantees that are practically equivalent to the rights of citizens of the country, and that any manifestations of discrimination against them are unacceptable.
The ministry emphasized that “kairylman” status is provided for by law and is intended to simplify the procedure for obtaining citizenship for ethnic Kyrgyz returning to their historical homeland.
The decision to grant status is made by a special interdepartmental commission with the participation of representatives of law enforcement and government agencies. The application is reviewed within two months of the date of submission.
In 2025, 935 ethnic Kyrgyz were granted this status. The largest number of arrivals came from Tajikistan (837 people) and Uzbekistan (66 people). The status was also granted to people from China (12), Russia (9), Afghanistan (10), and other countries.
In January 2026, another 132 people received “kayrilmans” status.

According to the Ministry of Labor, 13 people receive social benefits, 19 receive pensions, 263 have used medical services, 373 are enrolled in schools, and 63 are enrolled in universities. Thirty people have sought assistance in finding employment, 11 of whom have already found work.
The “kayrilmans” certificate is issued for a period of three years. During this time, its holders must apply for citizenship of the Kyrgyz Republic.
The ministry separately noted that in case of discrimination or improper treatment by territorial divisions, citizens can contact the public reception office.
