07/01/2026, 09:20Bakyt Torobaev, the Kyrgyz President’s Special Representative, visited the modernised ‘Dzhunda’ oil refinery in the Chui Region. Against the backdrop of ongoing risks in the fuel and lubricants market, the authorities’ focus on the plant continues to intensify — this is not the first visit by high-ranking officials to the plant in recent months.
During the visit, Torobaev familiarised himself with the production process, oil refining technology and the results of laboratory tests on the quality of the products manufactured.
Following the visit, the plant’s management was tasked with increasing production volumes as soon as possible. In the near future, the plant is expected to reach a monthly output of 24,000 tonnes of petrol, and by the end of 2026 to more than double this figure to 50,000 tonnes per month.
Another key instruction was to establish cooperation with the state-owned company ‘Kyrgyz Oil Corporation’. It is envisaged that the state-owned company will supply the plant with raw materials, and the entire volume of petroleum products produced will be channelled to the domestic market in Kyrgyzstan.
The Presidential Administration notes that such measures will help to increase domestic fuel production, reduce the country’s dependence on imported petroleum products and strengthen energy security.
In recent months, the authorities have been paying increased attention to ‘Dzhunde’. In March, it was announced that the plant would undergo a large-scale modernisation, with investment in the project increased to $193.75 million. In May, the plant was the subject of discussion at government level on two occasions. First, the facility was visited by Erlist Akunbekov, Minister of Water Resources, Agriculture and the Processing Industry, and then its operations were reviewed at a special meeting chaired by the Prime Minister, Adylbek Kasymaliev.
At the time, the Cabinet emphasised that the launch of the modernised refinery was of particular significance against the backdrop of instability in global oil markets and discussions on measures to keep domestic fuel prices in check. Bakyt Torobaev’s latest visit and the production targets set for the plant may indicate that the authorities are assigning ‘Dzhunde’ an important role in supplying the domestic market with fuel.
