Kyrgyzstan has been granted a quota to import 15,000 electric vehicles in 2026

The Eurasian Economic Union has extended tariff concessions on motor vehicles with electric and hybrid engines for Kyrgyzstan. The decision to extend the exemption from import customs duties for the current year and increase the quota to 15,000 units in 2026 was made following a meeting of the Eurasian Intergovernmental Council in Moscow.

In addition to incentives for electric vehicles, the EEC meeting was marked by the signing of a number of important documents aimed at further developing economic integration within the EAEU.

These include:

  • measures to improve the risk management system in order to increase the effectiveness of customs control;
  • a plan for the implementation of the Declaration on the Development of Economic Processes until 2030 and for the period until 2045, called the ‘Eurasian Economic Path’;
  • standards for the technical equipment of customs infrastructure, including weight and size control systems, backup power supplies and inspection and search complexes;
  • report on the progress of strategic integration areas until 2025;
  • progress on the roadmap for the development of e-commerce in the EAEU;
  • development of a system for marking goods with identification means;
  • changes in anti-dumping regulation: introduction of anti-dumping duties on graphite electrodes from China.

‘The expansion of quotas and tariff preferences for Kyrgyzstan will stimulate the development of environmentally friendly transport in the country and strengthen integration with the EAEU,’ the meeting participants noted.

Experts also emphasise that the set of measures agreed upon by the council creates the conditions for the digitalisation of customs infrastructure and increased transparency of foreign economic operations.
