Kyrgyzstan Implements E-permit System with Turkic Countries and China

In January 2026, the Ministry of Transport and Communications of the Kyrgyz Republic introduced the e-Permit electronic permit system for international freight transport with the People's Republic of China.

Currently, domestic road carriers carry out international freight transport with China, Uzbekistan, Azerbaijan and Turkey on the basis of electronic permits. The transition to a digital format has significantly simplified the procedure for obtaining documents and reduced processing times.

The e-Permit system enables online exchange of permits between countries, eliminating the need for personal visits and waiting in queues. It also increases the transparency of processes and reduces corruption risks.

Previously, permit forms were exchanged annually in paper form. In 2025, 130,000 paper permits were exchanged with China, the preparation and delivery of which was funded by the budget.

The ministry notes that the introduction of the electronic system contributes to the development of international road transport and the strengthening of the country's transport capacity. It is expected that in 2026, thanks to the launch of e-Permit, more than 500 million KGS will be transferred to the state budget.

According to the ministry's estimates, the implementation of the project creates additional conditions for transforming Kyrgyzstan into a logistics hub in Central Asia.
