Pawnshops in Kyrgyzstan were given five months to double their authorized capital

The Cabinet of Ministers has approved new minimum requirements for the organization of pawnshop activities. The relevant resolution was signed by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliyev.

According to the document, market participants have about five months to bring their activities into line with the new regulations. During this time, pawnshops must significantly increase their authorized capital—more than twice.

From July 1, 2026, the minimum authorized capital of pawnshops must increase from the current 3 million KGS to 7 million KGS. In the future, the requirements will be tightened:

  • from July 2027 — to 14 million KGS;
  • from July 2028 — to 20 million KGS.

Thus, in the coming months, a significant number of pawnshops will face the need to urgently raise additional funds.

Market participants note that such tight deadlines could pose a serious challenge for small pawnshops, especially in the regions. For many companies, meeting the new requirements will require additional investment.

The decree establishes a six-month period for adaptation to the new rules. However, given the date of entry into force of the document and the capital deadline, pawnshops actually have about five months to restructure their financial model.

The Cabinet explains that the new requirements are aimed at increasing the stability of the pawnshop sector, reducing risks for customers, and strengthening financial discipline in the market.
