    False alarm. Fines for not having compulsory motor third-party liability insurance will not be postponed.

    Fines for not having compulsory motor third-party liability insurance came into effect on July 1—information about postponement is not true

    The Financial Market Regulation and Supervision Service under the Ministry of Economy and Commerce of the Kyrgyz Republic has denied information circulating on social media about the alleged postponement of the effective date of fines for not having compulsory motor third-party liability insurance (CMTPL).

    As reported to Akchabar by the agency, on July 1, 2025, provisions of the law came into force providing for administrative liability for the absence of OSAGO for drivers of vehicles registered in the Kyrgyz Republic. The fine is 3,000 KGS. Compliance with the requirements is monitored by employees of the State Agency for Road Safety.

    “There have been no regulatory changes or postponements. The approved resolution of the Cabinet of Ministers is in force. From July 1, fines will be applied in full,” said Takhmina Kamchybekova, head of the insurance regulation department of the Service.

    It is mandatory to obtain a motor third-party liability insurance policy from:

    • April 1, 2023 — for owners and/or drivers of foreign-registered vehicles;
    • April 1, 2023 — for vehicles owned by legal entities, including state and municipal authorities;
    • July 1, 2025 — for all other car owners registered in the Kyrgyz Republic.

    The Service reminded that the policy must be carried with you while driving. Even after paying fines, citizens of the Kyrgyz Republic still have the opportunity to obtain a policy. If it is not available, the driver will be fined.

    The agency also emphasized that compulsory insurance is important not only from the point of view of compliance with the law, but also for the protection of the property interests of road users.
