The Ministry of Agriculture announced a tender for the construction of a reservoir on the Kurtka River worth over 1 billion KGS

The Directorate for Water Management Facilities Construction of the Water Resources Service under the Ministry of Agriculture has announced a tender for construction and installation works on the construction of a daily regulation basin on the Kurtka River for the villages of Zhan-Talap and Tologol-Moldo in the Ak-Talinsky district of the Naryn region.

According to the public procurement portal, the planned project cost is 1 billion 38.2 million KGS. The procurement will be conducted using an unrestricted two-stage method with standard evaluation of bids.

The tender announcement was published on March 3, and applications from contractors will be accepted until March 18.

The work will be carried out within a single lot and involves the construction of a hydraulic structure on the Kurtka River to provide water supply and irrigation in the villages of Zhan-Talap and Tologol-Moldo. According to the documentation, the final deadline for the project is December 31, 2032.

As collateral for the tender application, participants must provide 1% of the bid price in the form of a bank guarantee valid for 60 days.

A number of qualification requirements have been set for contractors. In particular, companies must have:

  • experience in the construction of hydraulic engineering and irrigation facilities;
  • a proven volume of similar work for 2023-2025 of at least the planned project amount;
  • experience as a general contractor in the construction or reconstruction of BDR or BSR facilities commissioned in 2024-2025.

Participants must also confirm the availability of specialized machinery and equipment, including excavators, rollers, motor graders, truck cranes, concrete mixing units, gravel sorting complexes, and dump trucks.

In addition, companies are required to provide information on their financial stability — access to financial resources or a credit line of at least 20% of the tender bid amount.

The contract provides for an advance payment of 20%, and the warranty period for the work performed will be one year after the facility is put into operation. Banking support for the contract will be provided through one of the authorized banks: Keremet Bank, Eldik Bank, Ayyl Bank, and Bakai Bank.
