11/12/2025, 15:36Public hearings on the draft master plan for the capital until 2050 have begun in Bishkek, but discussion of the document has already sparked a wave of speculation and fraudulent schemes involving the sale of land plots.
According to the mayor's office, in recent weeks there have been frequent cases of artificial inflation of prices for agricultural land and the spread of false information that certain territories are allegedly included in zones for multi-storey construction.
An advertisement appeared on social media for the sale of 17 hectares of land in the northwestern part of Bishkek “for the construction of 4-8-story buildings.” Sellers refer to the new Master Plan project, offering plots for $3,000 per 100 square meters.
However, according to the mayor's office, no documents on the transfer of the category of these lands have been received, and their status as agricultural land has not changed. Construction on such plots is prohibited until the official transformation procedure has been completed.
The department emphasized that the Master Plan 2050 has not yet entered into legal force, and any references to it in advertisements are manipulation for the purpose of profit.
The use of an unapproved project to sell land or attract investment may result in legal liability.
