    The Bar-Bulak boarding house on Issyk-Kul is now state-owned

    The SCNS returned the Bar-Bulak boarding house with a land plot of 2.3 hectares, located in Ton district of Issyk-Kul region, to the state as part of a criminal case.

    As established during the investigation, in March 2005, officials of the Ak-Terek village government illegally transferred the Bar-Bulak boarding house to the Ton branch of the Social Fund, despite the fact that the property was not on the balance sheet of the village government. In December 2006, citizen B.J. bought the pension from the Ton branch of the Social Fund for 2,542,740 soms and received a state act on the right of private ownership. However, in 2007, the decision of the inter-district court of Issyk-Kul region recognised the transaction as invalid. B.J. returned the money, but his ownership right was not cancelled.

    Despite the court decision, citizen B.Zh. continued to illegally use the guesthouse. In 2016, in order to legalise the property by forging documents, he obtained a loan and mortgaged the guesthouse to Aiyl Bank OJSC. As a result of the investigation, B.Zh. was detained on suspicion of document forgery and money laundering.

    During the investigation, B.Zh. admitted his guilt and transferred the Bar-Bulak boarding house to the balance of the State Agency for State Property Management. At present, an appraisal examination of the property is being carried out, and investigative actions continue.
