11/14/2025, 13:31In an interview with Kabar News Agency, Sadyr Zhaparov spoke in detail about the mining situation in Kyrgyzstan, revealing for the first time accurate data on the number and operating conditions of mining farms. According to him, there are only two legal mining farms operating in the country, and both are ‘under the complete control of the state and the president personally.’
The first mining farm is located in Kemin and has been operating since 2023. Its capacity is 30 MW, but, as Zaparov emphasised, it is crucial that it does not use Kyrgyz electricity.
All energy is imported from Russia, transiting through the Kazakh energy company KEGOK.

‘The farm operates cleanly, without affecting the power system, generates income and uses foreign electricity. There can be no complaints,’ the president noted.
The second mining farm is located at the Kambar-Ata-2 hydroelectric power plant, also with a capacity of 30 MW.
The president said that both mining farms have been temporarily shut down for the cold season, even though they generate income and do not harm the power grid. The reason is political.
‘We have a tradition: as soon as a useful initiative appears, populists start shouting. Previously, the authorities immediately shut down projects — perhaps so that their own shares would not come to light. We are not afraid. We have no personal interests,’ said Zaparov.
After the cold season ends, both farms will start up again.
At the same time, the president stressed that the fight against illegal mining will continue relentlessly. All illegal farms will be identified, shut down, and fined.
