Putin announced record trade turnover, investment growth and expansion of strategic partnership with Kyrgyzstan

Russian President Vladimir Putin spoke at an expanded meeting in Bishkek as part of his state visit to Kyrgyzstan. In his speech, the Russian leader emphasised the dynamic development of allied relations between the two countries, the growth of trade and investment, and his high regard for Kyrgyzstan's chairmanship of the Collective Security Treaty Organisation (CSTO).

Putin noted that the visit was taking place on the eve of a meeting of the CSTO Collective Security Council.

‘We highly appreciate the great work done by Kyrgyzstan during its chairmanship. Russia is taking up the baton and will chair the organisation in 2026,’ Vladimir Putin said.

The Russian president stressed that Moscow and Bishkek have coordinated positions at the UN, CIS, CSTO and SCO. The Russian leader described the partnership between the two countries as ‘strategic and allied,’ based on respect and consideration of mutual interests.

‘We are in constant contact and personally monitor key issues of cooperation,’ he added.

Putin also recalled that meetings will be held before the end of the year at the Supreme Eurasian Council and the pre-New Year summit of CIS leaders in Russia.

According to the Russian president, a joint programme statement on deepening the alliance, as well as a package of intergovernmental and interdepartmental agreements in the trade, economic, educational, migration and other spheres, have been prepared for today's talks.

Vladimir Putin stressed that Russia retains its status as Kyrgyzstan's largest trade and economic partner. In 2024, trade turnover grew by 13.6%, reaching a record $4.1 billion, and in January-September 2025, it increased by another 17%.

At the same time, according to him, almost 97% of mutual payments are already made in national currencies. In addition, Moscow and Bishkek are also working on new settlement mechanisms.

Vladimir Putin confirmed the growth of Russian capital in the Kyrgyz economy. According to his information, the total volume of investments has reached almost $2 billion, and 1,700 enterprises with Russian participation are operating in the republic.

‘Investor confidence is linked both to the personal work of Sadyr Zhaparov and to the stability of the domestic political situation. We are pleased to note that under your leadership, the republic is a stable and reliable partner,’ Putin said.

Russia sees potential in expanding cooperation in key sectors:

  • peaceful nuclear energy and clean energy projects;
  • construction of solar and wind power plants;
  • digitalisation;
  • transport and logistics.

In addition, Russian oil and gas companies continue to supply Kyrgyzstan with gas and petroleum products.

Putin called cooperation in the humanitarian sphere ‘extremely important.’ He recalled that in 2024, Kyrgyzstan's Culture Days were held in Russia, and in 2025, Russia's Culture Days were held in Kyrgyzstan, and Russian retains its status as an official language in the republic.

As part of the humanitarian cooperation between the two countries, a major project was launched in 2023 to build nine schools with instruction in Russian, the first three of which will open by 1 September 2027.

Also, under the Russian Teacher Abroad programme, 157 teachers from the Russian Federation are working in 42 schools in Kyrgyzstan.

Putin recalled that the Russian military base in Kyrgyzstan remains an important factor for stability in the region. He stressed that the parties are actively cooperating through their defence ministries and special services.

‘Today, we will be able to thoroughly review the multifaceted agenda and set guidelines for further deepening our comprehensive cooperation,’ concluded Russian President Vladimir Putin.
