Mining revenue in Kyrgyzstan has plummeted by 75%—in some regions, tax revenue has turned negative

Revenue from the mining tax in Kyrgyzstan continues to decline. According to the Ministry of Finance, the budget received 17.6 million KGS less in January–April of this year than during the same period a year ago.

According to the Treasury’s report, mining tax brought 11,677,300 KGS to the state budget in the first four months of 2026. By comparison, in January–April 2025, revenue from this source reached 29,325,900 KGS.

Thus, mining revenue for the year has fallen by nearly 2.5 times, or by more than 17.6 million KGS.

Meanwhile, data from the “Open Budget” portal, which has already published figures for January–May, also shows the distribution of revenue by region.

In just five months, the budget received 21.1 million KGS in mining taxes (which is still less than in the first four months of 2025). Nearly all of the mining tax revenue for the five-month period came from the Jalal-Abad region—11.88 million KGS. The main source of revenue was the Toktogul District, where a similar amount was collected. Of this, 7.68 million KGS came from the Uch-Terek Aiyl Aymak, and another 4.2 million KGS from the city of Toktogul.

At the same time, in a number of regions, the amounts were nominal. For example, in the Batken region, revenue from the mining tax totaled just 9,800 KGS. This figure is attributed to the Leylek district in the city of Razzakov.

The most unusual situation arose in the Chui Region, where, based on the results of the first five months, the “Open Budget” portal shows a negative figure for mining tax—minus 19,900 KGS. Negative figures were also recorded in the city of Kara-Balta—minus 36,500 KGS. Negative figures in budget reports usually arise from refunds of previously paid taxes, recalculations, or adjustments to accruals.

Meanwhile, in the Issyk-Ata District of the Chui Region, in the Syn-Tash Aiyl Aymak, revenue from mining amounted to 16,600 KGS.

As a reminder, in Kyrgyzstan, the mining tax is calculated based on the amount of electricity consumed for cryptocurrency mining.
