    The Presidential Administration has reviewed the fourth package of measures to reduce bureaucracy in the state system.

    A meeting of the Interdepartmental Commission on the Implementation of Reforms in the Field of Debureaucratisation was held in Yntymak Ordo, chaired by the Head of the Cabinet of Ministers and Head of the Presidential Administration, Adyl Kasymaliyev.

    The main topic of the meeting was the discussion of the fourth package of measures aimed at simplifying administrative procedures and improving the efficiency of the state apparatus. A report was presented by Minister of Justice, Deputy Prime Minister and Director of the National Institute for Strategic Initiatives Ayaz Baitov.

    According to him, the priority of the reform is to create the most convenient environment for interaction between citizens and the state. ‘Our task is to minimise bureaucratic obstacles so that citizens can quickly and without unnecessary costs receive the necessary public services,’ he said.

    The new package includes key initiatives:

    • introduction of the ‘single window’ principle in the provision of public services;
    • accelerated digitisation and transfer of most services online;
    • reduction of the time required for reviewing applications and issuing permits;
    • automation of statistical processes;
    • simplification of personnel procedures for civil servants;
    • mandatory digital skills for government employees.

    Baetov said that 27 regulatory acts have already been adopted as part of the debureaucratisation programme, three more are awaiting the President's signature, 13 are being considered by the Jogorku Kenesh, 11 are being prepared by the Administration, and nine have passed public hearings. In total, work is being carried out on more than 100 regulatory acts.

    The issue of using funds saved as a result of process optimisation was discussed separately. Agencies will be able to allocate these funds for their own needs.

    Summing up, Adylbek Kasymaliyev stressed that reforms must be consistent and tangible for people: ‘We must create a state system that works for the people, not the other way around.’

    Following the meeting, a protocol was approved with specific steps, responsible persons and deadlines for the implementation of measures.
