Officials and Contractor Detained in Osh for Embezzling Over 115 Million KGS

The State Committee for National Security (SCNS) of Kyrgyzstan has reported the arrest of the former head of the Osh Regional Department of Capital Construction, the chief engineer, the chief accountant, and the director of a contracting company. They are suspected of embezzling and misusing state budget funds allocated for the construction of roads, a water supply system, and power lines in the "Ken-Sai" residential area.

More than 657 million soms were allocated from the state budget for these infrastructure projects. However, preliminary findings indicate that the damage amounts to over 115 million soms. The investigation revealed that officials, through intermediaries, regularly received kickbacks in exchange for allowing contractors access to the funds. As a result, construction was intentionally delayed, and part of the work was poorly executed or not started at all.

All suspects have been placed in the detention facility of the SCNS. The investigation is ongoing, with efforts to identify and prosecute other individuals involved in the scheme
