Fines of up to 1 million KGS are to be imposed for flying drones in restricted zones

In Kyrgyzstan, there is a proposal to introduce specific fines for offences relating to the operation of unmanned aerial vehicles. For legal entities, the maximum fine could reach 1 million KGS.

The relevant amendments to the Code of Administrative Offences have been drafted by the State Agency for Civil Aviation. The draft bill was published on the Unified Public Consultation Portal on 2 September. The consultation period will run until 17 September.

It is proposed that individuals be fined 30,000 KGS and legal entities 100,000 KGS for operating a drone without the required registration or authorisation.

Flying without authorisation or in breach of agreed routes, altitudes, times and other parameters will cost individuals 50,000 KGS and companies 100,000 KGS.

The heaviest fines are imposed for flying a drone in a restricted zone or over a site where flights are prohibited. For individuals, the fine will be 100,000 KGS, and for legal entities, 1 million KGS.

Fines of 50,000 KGS for individuals and 200,000 KGS for organisations are proposed for operating a drone without the necessary training, certificate or authorisation. Operating a self-assembled drone without confirmation of its compliance with requirements may result in fines of 100,000 and 500,000 KGS respectively.

In the event of a repeat offence within a year, the fine is proposed to be doubled.
